TORCC Vision

Field an Operational to Tactical C2 System that is resilient, mobile and supports open architecture standards. A TORCC system fulfills requirements for theater C2 systems providing ground radar and datalink integration, data fusion and correlation, common operational picture (COP), situation awareness (SA), data link management, collaboration features, robust simulation system to train operators, radio system interfaces, and tactical control capability for joint and combined air forces. The integrated TORCC system is built on an open architecture COTS platform with virtualized software comprised of well-established operational C2, data link, and simulation software components.


Global C2 Integration Technologies has teamed with three Original Equipment Manufacturers (OEM) to present an operational to tactical Command and Control (C2) integrated system. This system supports open architecture standards in industry today, it is functionally resilient with redundant operations and is easily transportable for survivability

The major components of TORCC are the Battlespace Command & Control Center (BC3) with its Multi-Source Correlator Tracker (MSCT) as the fusion engine and the Tactical Display Framework (TDF) for human-machine interface. Also integrated into the system is the Air Defense Systems Integrator (ADSI), which provides the tactical data-link backbone along with the Advanced Simulation Combat Operations Trainer (ASCOT) providing large force scenario to individual operator training capability.


Battlespace Command & Control Center (BC3) is designed for both Tactical and Operational C2 functionality, providing users with tailored operational capabilities. Its systems enable information to flow accurately and effectively between ground controllers and aircraft, to direct aircraft and fuel resources efficiently, and bring about the objectives of Joint Commanders. These systems eliminate or reduce information bottlenecks and truly become force multipliers.

BC3 is a system of systems, comprised of products which are also marketed individually outside of a BC3 configuration. BC3 core components comprise the C2 engine for USAF CRC and USMC CAC2S air control system programs of record, and are fielded in a number of other U.S. and international operational, test, and training environments.

The BC3 Multi-Source Correlator Tracker (MSCT) data processing application provides track synthesis, track correlation, and track management from dissimilar sources to include plot- and track-level sensors and Tactical Data Links (Link 16). The system display, based on the Raytheon Solipsys Tactical Display Framework (TDF) visualization product, provides track and battlespace data to operators in both 2-Dimensional and 3-Dimensional views.


The Air Defense Systems Integrator (ADSI) will provide TORCC a Tactical Data Link Gateway which is a proven and cost effective TDL system. The ADSI provides the only USG Certified Link 16 Weapons Control capability along with the following capabilities

    • Link 16 – MIDS/JTIDS, Mil-Std-3011, SATCOM, Point-to-Point, TCP/IP
    • Link 11A – NTDS & ATDS, Multiple Net
    • Link 11B

    • All known / currently utilized data links
  • Displays 16,000 Track
  • Integrates 8 x ELINT Interface
    • Receive & Output

The current extensive deployment of the ADSI minimizes training time and cost along with the optimization of AFLCMC support for ongoing maintenance and periodic upgrades provided to the field


Advanced Simulation Combat Operations Trainer (ASCOT) is a high fidelity simulation system that is used to create the environment necessary to facilitate training for today’s modern simulators. It is the backbone of the U.S. AWACS and JSTARS Mission Training Centers, Air Defense Sectors, and multiple other simulation systems across the globe to include USAF DMO scenario development and environment generation for daily long-haul training events.

The system is scalable and can be networked together in a single site configuration of multiple ASCOTs or through multiple sites worldwide. ASCOT provides radar modeling, scenario creation, exercise generation, data-link messaging capability, data link translation, and dynamic simulation entity play. The ASCOT Instructor Operator Station (IOS) provides the instructor full control of each entity’s weapons, sensor, IFF and data links

ASCOT is uniquely suited for all aspects Air Battle Manager training at the Tactical and Operational levels of Command and Control.
